Role Purpose
To ensure necessary staff are in place and procedures are established and implemented in order to achieve department’s mission within Nesma & Partners.
Key Accountabilities
Strategic Contribution
- Ensure effective cascading of the QS departmental strategy into operating plans to ensure vertical alignment and horizontal integration with other interfacing departmental strategies.
People Management
- Manage the effective achievement of Quantity Surveying objectives through the leadership of the Technical Services by setting of individual objectives, managing performance, developing, and motivating staff to maximize sectional performance.
- Lead the talent development initiatives for the Quantity Surveying department, collaborating with technical/discipline experts and thereby ensure the availability of talent to fit business requirements.
- Act as a role model and drive adherence to organizational values and ethics by employees of Quantity Surveying to foster a value driven culture within the organization.
Budgeting and Financial Planning
- Manage the preparation, recommend the Quantity Surveying budget, and monitor financial performance versus the budget while ensuring all sectional activities are conducted in line with the approved guidelines.
Key Accountabilities
Operations
- Provide orientation to new QS personnel, and ensure that they are familiar with the QS procedure, QS templates prior to their deployment to site.
- Monitor & audit the Quantity Surveyor at site & ensure that their expertise & experience are properly utilized based on the project requirements.
- Manage team of Quantity Surveyors at Head Office working for re-measurable projects, Variation orders, Project Invoices and Subcontractor's monthly invoice.
- Support the Project with the Technical and Commercial information related to Variation order, Loss of Operations, IFC vs IFB drawings, Change in Specification, Subcontractor and Contractor's Invoices.
- Review of newly awarded Project in terms of QS requirements
- Provide support to QS personnel at site in the preparation change order using different techniques acceptable to both parties.
- Quantification and pricing of Contractors’ claims related to non-approved change orders, standby of manpower & equipment including extension of time (EOT).
- Provide support to the QS personnel assigned to all projects, discuss & resolve any employment issues with the QS employees.
Key Accountabilities
Operations
- Responsible for the recruitment of additional Q.S personnel required to be deployed to support the Projects.
- Mitigate risk by constantly reminding our QS personnel at site to manage & resolve problems with the Subcontractor & the Client.
- Monitor and track progress of the construction and ensure the project remains financially viable, safe, and up to Nesma & Partners best practices.
- Prepare Bill of Quantities, to ensure negotiated claims for additional pay items and or variations are finalized and submitted ensuring a timely and accurate re-measured BOQ.
- Ensure contractual notices are issued to necessary parties by preparing drafts and discussing with project manager for final approval.
- Create and analyze data to issue reports to CM clarifying all disagreed items (with client, subcontractor, suppliers) to seek way forward.
- Monitor potential claims and notify the CM to take steps ensuring (i) appropriate actions are taken to avoid claims arising and (ii) adequate records are being maintained.
- Meet with subcontractors and client/client’s representatives to negotiate and reach agreement on unsettled items alongside the CM, to ensure a timely delivery of the project.
- Review Site purchase requests for major purchases/subcontracts to ensure optimized evaluation of variations are created and maintained.
- Review site purchase order requests to effectively manage subcontractor contractual and commercial matters, safeguarding Nesma & Partners interests whilst ensuring a partnering approach.

Regulatory Compliance and Governance
- Lead the implementation of QS standards based on regulatory and legislative requirements, standards, and codes that govern the industry activities to ensure compliance.
- Drive research efforts to remain abreast of local and global best practices and industry changes to ensure that these practices are applied across QS processes and plans.
- Remain abreast of any industry-related regulatory or legislative changes to remain compliant across the department.
Stakeholder and Client Engagement
- Establish and maintain professional relationships with various external stakeholders, including project teams, clients, subcontractors, and suppliers, to achieve successful project delivery and financial outcomes.
Policies, Systems, Processes & Procedures
- Manage and ensure effective implementation of policies, procedures and controls covering all areas of Quantity Surveying activity so that all relevant procedural / legislative requirements, fulfilled while delivering a quality, cost- effective service.

Quality, Health, Safety & Environment (QHSE) Management

Manage the effective implementation of corporate policies, procedures, and processes to promote a culture focusing on the achievement of world class standards in QHSE and sustainability within Quantity Surveying in line with regulatory requirements.
Reporting

Ensure that all Quantity Surveying reports are prepared timely and accurately and meet Nesma & Partners requirements, policies, and quality standards.

Technical Essential
Education/Certification
- Bachelors in Engineering, or any other related field.
Experience
- 8 years’ related experience with 3 years’ experience with growing managerial accountability in roles within similar positions.

Techical Preferred
Education/Certification
- Masters in Business Administration, Engineering Management, or any other related field.
- Any professional certification in related areas is an advantage.
