Role Purpose

To plan and oversee the development and implementation of the Environmental strategy, plans, and policies aligned with the overall HSSE strategy and Nesma & Partners’ strategic objectives by evaluating environmental risks and the overall Environmental impact through project lifecycles to ensure that construction projects are carried out in an environmentally responsible manner while adhering to relevant regulations and standards across the Kingdom.

Key Accountabilities

Strategic Contribution

  • Ensure effective cascading of the HSSE departmental strategy into operating plans to ensure vertical alignment and horizontal integration with other interfacing departmental strategies.

Leadership

  • Manage the effective achievement of HSSE departmental objectives through effective leadership and by setting of individual objectives, managing performance, developing, and motivating teams to maximize performance.
  • Lead the talent development initiatives for the HSSE department, collaborating with technical/discipline experts and thereby ensure the availability of talent to fit business requirements.
  • Act as a role model and drive adherence to organizational values and ethics by employees of the HSSE department to ensure the establishment of a value driven culture within the organization.

Budgeting and Financial Planning

  • Manage the preparation, recommend the HSSE department budget, and monitor financial performance versus the budget while ensuring all sectional activities are conducted in line with the approved guidelines.

Key Accountabilities

Policies, Systems, Processes & Procedures

  • Manage and ensure effective implementation of policies, procedures and controls covering all areas of the HSSE department activity so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service.

Environmental Compliance

  • Remain abreast of local and global Environmental regulations and standards, to ensure compliance across all projects.
  • Participate in audits and site inspections to assess Environmental compliance and to address Environmental violations and/or non-compliance promptly and effectively.
  • Direct and oversee Environmental emergency response activities and incident/accident investigation across projects to ensure minimal downtime to resolve emergencies.
  • Oversee permits and approvals required for environmentally responsible construction operations, to ensure that required permits and approvals are maintained before project execution.

 

Key Accountabilities

Environmental Management and overall Integration

  • Lead the implementation of the Environmental Management plans, processes, policies, and procedures aligned with the overall HSSE strategy, Nesma & Partners strategic objectives, regulatory requirements, and best practices, to ensure that projects and operations have a minimal environmental impact.
  • Oversee the development and integration of Environmental Management Systems (EMS) in alignment with the overall department strategy and recognized governing standards (e.g., ISO 14001) to effectively identify, assess, and manage environmental concerns and non-compliance across projects.
  • Develop an Environmental audit plan to ensure that Environmental standards and requirements are effectively implemented across projects.
  • Oversee and direct the use of environmentally responsible material selection in collaboration with Environmental engineers to promote the use of sustainable and environmentally safe materials throughout construction projects.

Key Accountabilities

Environmental Management and overall Integration

  • Integrate Environmental plans and initiatives into Nesma & Partners’ overall business plan to ensure that all operations and projects align with Environmental standards and requirements, reducing its environmental footprint.
  • Provide direction and expert guidance to the Environmental unit (Environmental Engineers, Project Managers, etc.) to ensure that Environmental standards and regulations are effectively integrated through all construction projects and operations.
  • Support the Director – HSSE or Corporate HSSE Manager in driving a culture of Environmental awareness and due diligence to achieve environmentally safe and compliant operations and practices across all construction projects.
  • Lead the evaluation and approval of project proposals aligned with Environmental requirements, budget, and scope, to contribute to environmentally responsible project delivery.

Key Accountabilites

Environmental Risk and Assessments

  • Direct and oversee the risk assessment and identification of potential Environmental risks associated with construction projects and operations to ensure successful mitigation and elimination of risks across all projects.
  • Provide strategic advice on Environmental Impact Assessments (EIAs) for construction projects to effectively identify and assess the Environmental impact of each project.

  • Collaborate with Project Managers, and Consultants to ensure that they are aware of the Environmental impact and adhere to the EIA requirements.
  • Lead the development and implementation of Environmental prevention programs to proactively prevent risk, and to ensure continuous improvement across the department.

Performance Monitoring

  • Develop Environmental performance standards and Key Performance Indicators (KPIs) in collaboration with the Director – HSSE or Corporate HSSE Manager to ensure construction projects and operations are conducted in an environmentally responsible manner complying with relevant legislation.
  • Monitor and report on the project’s Environmental performance indicators to ensure construction projects are carried out in an environmentally responsible manner.

Key Accountabilities

Environmental Training and Education

  • Lead and oversee the formulation and implementation of Environmental awareness training and education programs in collaboration with the Director – HSSE or Corporate HSSE Manager and the Training department, to ensure adequate awareness and compliance with Environmental objectives and governmental regulations.

Stakeholder Engagement and Communication

  • Engage with internal and external stakeholders to promote Environmental awareness and to gain a full understanding of Environmental issues and stakeholders’ interests to identify Environmental concerns, best practices, and processes.
  • Represent Nesma & Partners in public events, seminars, and forums related to the Environmental department to observe and adopt best market practices and to act as the face of the department.
  • Provide regular status updates and feedback to Senior Management on projects, focusing on implemented environmental measures, to keep them informed on Environmental performance.

Technical Essential

Education/Certifications

  • Bachelors in Engineering, Environmental Science, or any other related field.

Experience

  • 8 years’ related experience with 3 years’ experience with growing managerial accountability in roles within similar positions.

Languages

  • English

Skills

  • Environmental Impact Understanding & Assessment, HSSE Expertise, HSSE Regulation & Compliance, Risk Management, Regulatory Compliance Knowledge, Sustainability.

Techical Preferred

Education/Certifications

  • Masters in Environmental Management, or any other related field.
  • Certified Environmental Practitioner (CEP), or similar certifications.

Experience

  • Experience in the EPC industry.
