Role Purpose
To lead the BIM Information unit, by developing and overseeing the effective implementation of Data and Information Management systems to successfully direct the flow of information to ensure the BIM data and information is stored, organized, coordinated, and accessible across project lifecycles to achieve enhanced collaboration amongst stakeholders and successful project delivery across the organization.
Key Accountabilities
Strategic Contribution
- Ensure effective cascading of the Preconstruction & VDC departmental strategy into operating plans to ensure vertical alignment and horizontal integration with other interfacing departmental strategies.
People Management
- Manage the effective achievement of Preconstruction & VDC objectives through the leadership of Preconstruction & VDC by setting individual objectives, managing performance, and developing, and motivating staff to maximize sectional performance.
- Lead the talent development initiatives for the Preconstruction & VDC department, collaborating with technical experts and thereby ensuring the availability of talent to fit business requirements.
- Act as a role model and drive adherence to organizational values and ethics by employees of the Preconstruction & VDC department to foster a value-driven culture within the organization.
Key Accountabilities
Budgeting and Financial Planning
- Manage the preparation and recommend the Preconstruction & VDC department budget and monitor financial performance versus the budget while ensuring all sectional activities are conducted in line with the approved guidelines.
Policies, Systems, Processes & Procedures
- Manage and ensure effective implementation of policies, procedures, and controls covering all areas of Preconstruction & VDC department activity so that all relevant procedural/legislative requirements, are fulfilled while delivering a quality, cost-effective service.
Key Accountabilities
BIM Data and Information Management
- Develop and oversee the effective implementation of Data and Information management systems, standards, plans, and guidelines, aligned with the department’s strategic objectives and best practices to support effective data and information management across project lifestyles.
- Oversee effective data validation during project delivery to assist with critical decision-making throughout construction projects.
- Support project teams with effective data exchange processes to ensure data and information accuracy (e.g., correct data, and format at the correct time) across project lifecycles.
- Oversee and provide strategic advice on using the Common Data Environment (CDE) across projects to ensure effective data management, streamline collaboration, and optimize BIM workflows across projects aligned with regulatory standards and client specifications.
- Lead the development and oversee the implementation of plans and protocols on how to effectively structure CDE across projects to simplify the accrual of relevant data and information.
Key Accountabilities
Documentation Management and Compliance
- Lead the development and implementation of protocols and systems for BIM documentation management and organization to ensure that comprehensive project records are effectively maintained and easily accessed.
- Direct and provide strategic advice on effective data management practices such as naming conventions, access permissions, and version control to ensure data is effectively structured and maintained across the project lifecycle leading to successful project delivery.
- Promote regular quality assurance checks on BIM data and information to ensure alignment with project standards, security, and privacy codes.
Key Accountabilites
Regulatory Compliance
- Ensure that BIM processes and data management systems align with industry-specific regulations, codes, and standards to ensure compliance across the department.
- Direct adherence to relevant ISO standards (ISO 19650) related to information management to ensure information and data is effectively gathered, stored, and utilized in line with regulatory standards.
- Direct the adherence to data privacy protocols and standards to ensure that data is handled securely to protect sensitive project data and to grant access permission to the overall CDE.

Continuous Improvement
- Lead the identification of opportunities for continuous improvement and sustainability of systems, processes, and practices considering global standards, productivity improvement, and cost reduction.
Quality, Health, Safety & Environment (QHSE) Management
- Manage the effective implementation of corporate policies, procedures, and processes to promote a culture focusing on the achievement of world-class standards in QHSE and sustainability within Preconstruction & VDC in line with regulatory requirements.
Reporting
- Ensure that all Preconstruction & VDC departmental reports are prepared timely and accurately and meet Nesma & Partners requirements, policies, and quality standards.
Technical Essential
Education/Certifications
- Bachelors in Engineering, Architecture, or any other related field.
Experience
- 8 years’ related experience with 3 years’ experience with growing managerial accountability in roles within similar positions.

- Computer-Aided Design (CAD and BIM), Building Information Modeling (BIM) Proficiency and Coordination, Virtual Design & Construction (VDC) Tools, Design Interpretation & Engineering Detail, Regulatory Compliance Knowledge, Safety and Hygiene Practices.
Techical Preferred
Education/Certifications
- Masters in Engineering Management, Architecture, or any other related field.
- Any professional certification in related areas is an advantage.
Experience
- Experience in the EPC industry.
