Role Purpose
Provide hands-on guidance, support, and advice to site Quantity Surveyors and Assistant Quantity Surveyors to enhance the
efficiency of their responsibilities and tasks.
Key Accountabilities
Operational Direction
▪ Ensure timely and achievable target quantification and submissions by proactively identifying and resolving issues
to support the accurate completion of MTOs, BOQs, and variation orders.
▪ Ensure that all variation orders are accurately priced and approved by the client to secure timely reimbursement
and avoid financial discrepancies.
▪ Assist in negotiating and finalizing change orders, additional work, and quantity ledger pricing with stakeholders
to reach mutual agreement and prevent future disputes.
▪ Assist in Preparing and maintaining a summary of approved and pending variation orders to help cost control to
provide clear visibility on project cost and changes.
▪ Assist in Negotiating/ resolving contractual and commercial disputes with clients, consultants, and subcontractors
to minimize project disruptions, protect project interests, and maintain strong working relationships.
▪ Attend client / consultant meetings to discuss and finalize quantity ledgers and pricing to ensure alignment on
financial matters and accurate billing.
▪ Collaborate with internal departments (e.g., Engineering, Procurement, Planning) and external stakeholders on
commercial and quantity-related matters.
▪ Assist to Assess and manage commercial and contractual risks and evaluate the financial impact of potential project
changes.
▪ Maintain detailed documentation and commercial records in compliance with audit, contractual, and organizational
requirements.
▪ Comply with commercial international standards (i.e. Methods of Measurements, etc.), contract commercial
conditions, industry code of practice
▪ Stay current with industry standards, market trends, and changes in quantity surveying regulations and
methodologies.
Technical Direction
▪ Create detailed Bills of Quantities systematically, ensuring they adhere to project-specific measurement guidelines
in a coherent manner.
▪ Prepare complete and optimized interim payment applications (IPA), complying with contract procedures and in
timely manner to ensure comprehensive record-keeping and documentation throughout the project.
▪ Identify, measure, evaluate, and address complex variations, including new rate build-up, while identifying and
mitigating contractual and commercial risks, and preparing draft correspondence.
▪ Prepare final accounts and lead the financial close-out process by reconciling payments, variations, and contract

▪ Re-measure quantities where required, especially under unit rate contracts, to reflect actual site conditions and
accurate billing
▪ Assess and certify progress payments for contractors and subcontractors, ensuring timely and accurate
disbursement based on verified and approved work completed.
▪ Support the preparation, submission, and evaluation of claims, including disputed variation orders and price
escalation claims, in coordination with project and legal teams.
▪ Occasionally Review tender documentation, prepare bills of quantities, ensuring consistency and clarity for fair and
competitive bidding

work is carried out in a controlled and consistent manner.

Education/Certification
▪ Bachelors in Engineering, or any other related field.
Experience
▪ 0-4 years’ related experience in roles within similar positions.
