Role Purpose

To lead and support a team of QAQC inspectors across construction projects by ensuring the effective implementation of QAQC standards, plans, and procedures aligned with the overall QAQC strategy, and project specifications to achieve the highest quality standards during construction activities and operations.

Key Accountabilities

Team Supervision

• Organize and supervise the work of the assigned team to ensure that all work within a specific area of the activity is conducted in an efficient manner, which is consistent with operating procedures and policy.
• Provide on-the-job training and constructive feedback to QAQC teams to support their overall development.
• Promote the organization’s values and ethics in all activities within the team to support the establishment of a value-driven culture within the organization.

Budgeting and Financial Performance

• Monitor the financial performance of a given area of activity versus budgets and ensure all activities are carried out in line with the approved guidelines while promptly reporting on any variances to management.

Policies, Systems, Processes & Procedures

• Provide inputs and implement policies, systems, and procedures for the QAQC team so that all relevant procedural requirements are fulfilled.

Key Accountabilities

Operational Execution and Supervision

• Implement QAQC plans, processes, and procedures aligned with the overall QAQC strategy, regulatory requirements, and project specifications to achieve quality objectives and requirements across project operations.
• Ensure and maintain adherence to QA objectives, standards, and guidelines across the project team and its operations to contribute towards the achievement of high-quality standards across construction projects.
• Provide feedback on the alignment of quality plans with project specifications and requirements to the Project QAQC manager to make necessary changes if required to enhance quality standards.
• Supervise and coordinate the activities of engineers and inspectors across the project team to ensure the timely completion of quality control activities.
• Monitor and provide feedback to the Project QAQC Manager on Subcontractor activities to ensure that they align with overall quality standards.
• Provide support to the Project QAQC Manager with the overall QAQC planning and execution of quality standards and QMS across operations and construction projects to drive a culture of quality awareness.
• Maintain feedback from project teams on the quality status of projects at an early phase through continuous effective communication to ensure that quality standards are implemented and aligned from project onset.
• Support the Project QAQC Manager with dashboard designs, to contribute towards the monitoring and tracking of quality performance related to construction operations, and project plans and processes.
• Ensure that project handover processes are aligned with quality standards and processes and that any outstanding activities and /or issues are resolved before formal project handover.

Key Accountabilities

Compliance Monitoring

• Verify and oversee adherence to quality standards, regulations, and codes across projects in terms of material usage, workmanship, and operational activities to enforce and monitor compliance across project cycles.
• Provide support to the Project QAQC Manager in preparing for external audits, inspections, and assessments through identifying non-compliance and/or foreseeable risk/s related to quality standards to develop and implement corrective measures timely and effectively.
• Coordinate with project teams to address issues related to quality and implement corrective measures proposed by the Project QAQC Manager to ensure effective and timely rectification.
• Ensures that all material and equipment installed on-site or fabricated off-site conform to the agreed contractual quality standards and documentation to ensure the use of quality approved materials.

Inspection and Testing

• Supervise and verify the methods of inspection, testing, and instrument calibration across projects to train the team on effective inspections and equipment testing across projects to ensure quality standards.
• Review equipment or material testing to be performed within the company’s workshops or external laboratories to ensure the relevant quality standards and controls are applied.

Key Accountabilities

Project Document Control Management

• Manage and control relevant QAQC documents by ensuring that they are effectively formulated, maintained, and kept safe to gain easy access to this documentation when required.
• Maintain closeout documentation packages aligned with project requirements to ensure they adhere to quality standards.
• Ensure that all QAQC engineering records and or/submissions are safely stored and maintained to have them readily accessible for external inspections.

Stakeholder Engagement and Communication

• Collaborate with internal stakeholders (e.g., construction managers, and superintendents) to communicate quality performance updates during various project phases and observe non-conformance and/or issues relating to quality standards.
• Provide regular feedback and updates on project quality performance to the Project QAQC Manager, to contribute towards seamless communication throughout the QAQC department.

Continuous Improvement

• Participate in the identification of opportunities for continuous improvement and sustainability of systems, processes, and practices considering global standards, productivity improvement, and cost reduction.

Quality, Health, Safety & Environment (QHSE) Management

• Contribute to the implementation of procedures, and processes to promote a culture focusing on the achievement of world-class standards in QHSE and sustainability within QAQC in line with regulatory requirements.

Reporting

• Prepare and produce reports timely and accurately to meet Nesma & Partners and QAQC department requirements, policies, and quality standards.

Technical Essential

Education/Certifications

Bachelors in Engineering, or any other related field.

Experience

• 6 years’ related experience in roles within similar positions.

• Quality Control Management, Project Management, Quality Management System (QMS) Proficiency, Regulatory Compliance Knowledge, Data Analysis & Management, Stakeholder Engagement & Alignment.

Techical Preferred

Education/Certifications

• ISO 9001 Lead Auditor, or similar certifications.

• Experience in the EPC industry.
