Role Purpose
To apply project management plans, methodologies, and processes effectively, ensuring the successful planning, execution, and delivery of projects within scope, on time, and within budget, while meeting defined objectives and client expectations, and aligning with overall organizational strategic objectives, best practices, and safety standards.
Key Accountabilities
Strategic Contribution
- Ensure effective cascading of the business strategy into operating plans to ensure vertical alignment and horizontal integration with other interfacing departmental strategies.
People Management
- Manage the effective achievement of assigned objectives through the leadership of the Operations department by setting of individual objectives, managing performance, developing, and motivating staff to maximize sectional performance.
- Lead the talent development initiatives for the Operations department, collaborating with technical/discipline experts and thereby ensure the availability of talent to fit business requirements.
- Act as a role model and drive adherence to organizational values and ethics by employees of the Operations department to foster a value driven culture within the organization.
Budgeting and Financial Planning
- Manage the preparation, recommend the department budget, and monitor financial performance versus the budget while ensuring all sectional activities are conducted in line with the approved guidelines.
Key Accountabilities
Commercial management
- Manage the progress billing process for multiple construction projects and verify billing documents while managing the effective maintenance of billing-related records, to ensure timely and accurate billing, minimizing financial risk related to billing processes across projects/portfolios.
- Lead the management of variation and change orders throughout project lifecycles, to minimize project disruptions, mitigate cost overruns, and schedule delays due to changes.
- Assess the impact of changes on project scope, budget, and schedule to enhance project control and effective risk management.
- Lead the development and execution of strategies aimed at preventing claims and disputes to proactively prevent claims reducing disputes and legal issues across Projects.
- Monitor the analysis of merits of claims and disputes to prepare appropriate responses preserving relationships with key stakeholders and clients.

Project Management

Lead the effective implementation of project management plans, methodologies, and processes across project lifecycles, to ensure successful and efficient execution and achievement of project objectives.

Liaise with the Engineering function to develop project engineering schedules and plans.

Liaise with procurement function to develop project procurement schedule and plans, establish required site arrangements, and source resources to ensure work is completed on time and within budget with the relevant resources available.

Ensure that necessary permits and licenses required by local authorities for construction works are obtained across project sites in collaboration with the Construction Manager and the superintendent.

Collaborate with cross-functional teams, such as architects, engineers, designers, contractors, subcontractors, and suppliers, to facilitate seamless communication, promote effective teamwork, and ensure the successful coordination and execution of the project.

Lead or provide support with any changes or variations to the original project scope to ensure accurate and timely adaptation to evolving requirements and client and/or stakeholder expectations.

Provide continuous updates of project progress to management and relevant stakeholders to ensure that the project is executed as per the defined project timeline.

Conduct regular site visits to ensure accurate progress tracking, monitor adherence to project plans, assess safety measures, and address any potential issues or challenges that may arise during the construction process.

Provide support for the effective handover of projects in collaboration with the project management team to ensure a smooth transition and timely delivery of completed projects.

Oversee and support logistics planning specifying how staff and equipment will be moved in and between the project sites to ensure timely project execution in collaboration with the Construction Manager and the Superintendent.

Stakeholder Engagement and Communication
- Act as the representative of the project and organization to all external stakeholders to establish and maintain positive relationships, facilitate effective communication, and address any concerns or issues that may arise during the project's lifecycle.
- Collaborate and maintain effective communication with all project stakeholders, including clients, sponsors, team members, and external partners to enhance effective project delivery.
Risk Assessment and Quality Controls
- Identify project risk and lead the development of mitigation strategies to proactively address risks and to escalate to management if required.
- Drive the implementation of quality control processes to ensure that project deliverables meet the required standards and meet client expectations.

Safety Adherence
- Ensure the effective implementation of safety policies and procedures, addressing all safety-related aspects and risks aligned with industry best practices and regulatory requirements to ensure safety across project lifecycles.
- Integrate safety considerations into the starting phase of a project to minimize and/or eliminate any potential safety risk and/or injuries.
- Promote a safety-conscious culture across the entire project lifecycle to ensure that safety considerations are ingrained in all aspects of the project activities, taking proactive measures to protect the well-being of all involved.

- Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.
Quality, Health, Safety & Environment (QHSE) Management
- Manage the effective implementation of corporate policies, procedures, and processes to promote a culture focusing on the achievement of world class standards in QHSE and sustainability within Operations in line with regulatory requirements.
Reporting
- Ensure that all unit reports are prepared timely and accurately and meet Nesma & Partners requirements, policies, and quality standards.
Technical Essential
Education/Certifications
- Bachelors in Engineering, or any other related field.
Experience
- 12 years’ related experience with 5 years’ experience with growing managerial accountability in roles within similar positions.

Education/Certifications
- Masters in Engineering Management, or any other related field.
