Role Purpose

To provide overall support to the Estimation Manager by guiding and supervising a team of estimators across projects to conduct accurate cost estimates, tendering, and bidding activities aligned with the overall Estimation strategy to achieve successful and profitable project outcomes across the organization.

Key Accountabilities

Team Supervision

  • Organize and supervise the work of the Estimation team to ensure that all work within a specific area of the activity is conducted in an efficient manner, which is consistent with operating procedures and policy.
  • Provide on-the-job training and constructive feedback to Estimation teams to support their overall development.
  • Promote the organization’s values and ethics in all activities within the team to support the establishment of a value-driven culture within the organization.

Budgeting and Financial Performance

  • Monitor the financial performance of a given area of activity versus budgets and ensure all activities are carried out in line with the approved guidelines while promptly reporting on any variances to management.

Policies, Systems, Processes & Procedures

  • Provide input and implement policies, systems, and procedures for the Estimation team so that all relevant procedural requirements are fulfilled.

Key Accountabilities

Cost Estimation Implementation and Coordination

  • Lead the day-to-day supervision of the estimators to ensure that required guidance, technical information, and support are provided to ensure accuracy, consistency, and timely completion of cost estimates.
  • Conduct market research with the support of estimators specifically focused on Saudi Arabia to gather information on current prices of construction material, equipment, labor rates, and relevant costs, to obtain updated and competitive rates for various project components.
  • Drive the execution of a comprehensive quantity take-off from project specifications to support detailed cost estimation.
  • Compile and review direct cost estimates to contribute toward the completeness of overall project cost, while supporting the Estimation department with indirect cost preparations.
  • Supervise all Quantity Surveying (QS) activities in the Estimation department by preparing detailed cost estimates based on QS data to support pricing and estimation of objectives to be awarded.
  • Provide support to the Estimation Manager in preparing error-free estimation packages to achieve successful project bids and overall profitability.
  • Conduct quality checks (e.g., spot checks, reviews) of estimation packages to maintain consistency and high- quality standards.
  • Review and compile quotations done by estimators to ensure accurate sources, brand specification, etc. to support the Estimation Manager in making informed decisions and ensuring competitiveness and reliability of quotations.

 

Key Accountabilities

Tender and Bidding Planning and Coordination

  • Act as the bid team leader across the Estimation department to achieve successful bid submissions by coordinating and guiding the Estimation bid team.
  • Assist the Estimation Manager throughout the bid preparation process to ensure the bid is accurate and aligned with the organization’s strategic goals.
  • Collaborate with the Estimation Manager during the bidding period on contractual and/or technical matters to deliver accurate and competitive bids.
  • Coordinate with the Business Development department during the bidding period on contractual and/or technical matters to deliver accurate and competitive bids.
  • Review the Technical bid requirements in collaboration with the Technical function to align proposals and relevant documentation to the Invitation to Bid (ITB) requirements.
  • Coordinate with the Project Controls department during contract award to ensure the preparation of project budgets,
  • Coordinate with Construction teams during contract award to ensure the preparation of master material lists, and construction schedules to support the successful execution of the awarded projects and ensure alignment with the proposed estimates.
  • Monitor that the bid preparation schedule is adhered to and that the proposal deliverables (Technical and Commercial) are processed with accuracy and completeness.

Key Accountabilities

  • Lead and oversee the assessment of accepted tenders to ensure alignment with project requirements and to support informed decision-making for projects.
  • Monitor the effective compilation and distribution of bidding documentation (drawings, specifications, ITBs, Q&A, quotations, etc.) throughout the Estimation team to ensure a streamlined bidding process and accurate cost estimates.
  • Liaise with the Project Coordinator during contract award to ensure the effective preparation of project kickoff material.

Client Interaction and Vendor Coordination

  • Serve as the main point of contact throughout project lifecycles to ensure effective communication and coordination.
  • Foster positive relationships with clients during the bidding process to gain a clear understanding of project specifications and cost estimates to prepare accurate and competitive cost estimates.
  • Support the identification of suitable vendors and subcontractors for various project requirements to ensure the project has access to reliable and qualified vendors and subcontractors that meet project needs and align with the organization's standards.

  • Participate in the identification of opportunities for continuous improvement and sustainability of systems, processes, and practices considering global standards, productivity improvement, and cost reduction.

Quality, Health, Safety & Environment (QHSE) Management

  • Contribute to the implementation of procedures, and processes to promote a culture focusing on the achievement of world-class standards in QHSE and sustainability within Estimation in line with regulatory requirements.

Reporting

  • Prepare sectional statements and reports timely and accurately to meet Nesma & Partners and the Estimation departments’ requirements, policies, and quality standards.

Technical Essential

Education/Certifications

  • Bachelors in Engineering, or any other related field.

Experience

  • 6 years’ related experience with 2 years’ experience with growing supervisory accountability in roles within similar positions.

Techical Preferred

Education/Certifications

  • Masters in Business Administration, Engineering Management, or any other related field.
  • Project Management Professional (PMP), or similar certifications.

  • Experience in the EPC industry.
